These costs cover the many different people and costs associated with obtaining, processing, and closing your loan. These items including origination fees, appraisal, credit reports, state deed transfer taxes, title companies fees, and initial escrow account setup for taxes and homeowners insurance.
Your closing costs can be paid four different ways:

Cash out of your pocket
Rolled into the loan (known as seller paid closing costs)
Rolled into a slightly higher interest rate
A combination of any or all of these options (most popular)

Between all these options, most of our VA eligible home buyers using a VA loan end up buying their new home with very little, to no out-of-pocket costs whatsoever.
How cool is that? Learn more on VA loan Closing CostsAs with any home loan, your credit and credit scores are a very important part of home loan approval. The VA program is very liberal compared to other loan programs, and has significant advantages over other loans.
Technically the VA loan program allows for credit score as low as 500. The reality is that once your credit score drops below about 620, you will have increasing difficulty getting approved. Once your credit score drops below 580, the odds of being denied go way up. PRO TIP: With very low credit scores, a small down payment will dramatically increase odds of loan approval. 
MAJOR CREDIT ISSUES
Major credit issues, like bankruptcy and foreclosures have mandatory waiting periods after the event before your can get a home loan. The waiting period varies based on the type of loan your are getting, like conventional, FHA, VA, or a sub-prime loan. The VA program is one of the most liberal in the market with some of the shortest waiting periods.
Waiting Periods
Foreclosure:

2-years from date foreclosure completed and transferred back to the bank
1-2 years from date foreclosure completed and transferred back to the bank if good credit re-established and paid on time, AND, if the foreclosure was caused by an acceptable extenuating circumstance

Short Sale

2-years from date home transferred to a new owner
NO waiting period if you had no late payment son and any accounts, including the mortgage, within 12 months prior to the short-sale, AND if the short sale was determined not to be a strategic short-sale

Bankruptcy, Chapter 7:

2-years from discharge date AND re-established credit paid on time, or no new credit obligations occurred
1-2 years from date of discharge if the bankruptcy was caused by an acceptable extenuating circumstance AND you have since documented the ability to handle financial affairs in a responsible manner (re-established credit)

Bankruptcy, Chapter 13:

At least 1-year of on time payments have been made under the terms of your bankruptcy, and all payments have been made on time
Maximum debt to income ratios to not exceed 29/41 (ask your VA loan expert what this means)

<p>When getting a VA mortgage loan, it can be a bit confusing if there is a cap, or maximum VA Loan Limit.</p>
<p>The answer is yes, no, and maybe.</p>
<p>Years ago, the was an official loan limit cap for zero down VA home loans. Above that cap, a small down payment was required, with a complicated formula to determine the amount of the down payment.</p>
<p>Today, <strong>VA loans do NOT have an official loan amount cap</strong>, but while the US Department of Veteran Affairs does not set a any limit on VA Home Loans – <em><strong>most lenders do</strong></em> set limits and those VA Home Loan. Those limits typically match Conforming Loan Limits.  Conforming loans are those typically purchased after closing from your lender by Freddie Mae and Fannie Mae.  These loan limits change each year.</p>
<p>As of January <em>202</em>, the limit in most states we lend, (Minnesota, Colorado, Iowa, North Dakota, South Dakota, and Florida) is equal to the current conforming limit of $765,550 for a single family home, and higher for multi-unit homes.</p>
<p>Next, there used to be a maximum loan amount cap for a veteran do do a no down payment loan.  Over this limit, a VA loan needed a small down payment.  That rule has gone away, but again, so many <em>VA lenders will impose their own overlay,</em> and potentially require a down payment on large jumbo loans.</p>
<p>Finally, there is your personal VA eligibility to consider.  If you have an existing VA loan that you will be keeping, this can lower the maximum new VA loan you can qualify.</p>

However, there are a lot of extra criteria that going into that answer. The VA home loan is designed for the purchase of the veteran's primary residence, and in theory, you are supposed to have only one VA loan at a time. But as with so many things in life, there are some exceptions to the basic rules. First let's understand the difference between having two VA loans, and buying a vacation type second home, or investment property with a VA loan. The following are basic examples of how a person can end up with two VA loans, while still meeting VA Loan occupancy requirements. Yes, you can buy a second home with a VA Loan!
However, there are a lot of extra criteria that going into that answer.
The VA home loan is designed for the purchase of the veteran's primary residence, and in theory, you are supposed to have only one VA loan at a time. But as with so many things in life, there are some exceptions to the basic rules.
First let's understand the difference between having two VA loans, and buying a vacation type second home, or investment property with a VA loan. The following are basic examples of how a person can end up with two VA loans, while still meeting VA Loan occupancy requirements.
Two VA Loans At Once
Many people can end up having two VA loans at once.
1) Because VA loans are assumable, you may possible have let someone assume your existing VA loan, and use your benefits again to purchase another primary residence.
2) Because active military families tend to move a bit more often than others, you can potentially have two VA loans at the same time, as long as you plan on occupying the second home within one year.
This is a common issue when you are trying to buy your new home, when your existing home with a VA loan is not yet paid off, or maybe you plan on keeping the existing home, possibly turning it into a rental.
A Vacation Type Second VA Loan
Officially, no, you can not purchase a true second home with a VA loan, unless you can fully document you'll be living in the home at least 6 months of each year.

If you are buying a second home with the intention of moving there when you retire. Normally on a VA loan, you must move into the property within 60-days after closing. But if you are on active duty, and will retire within one year, that will work.  Note that your married spouse (not just a boyfriend/girlfriend) is able to move in to meet the requirement if you are on active duty. 
Investment Property With A VA Loan
Because your VA benefits are for the purchase of your primary home, using a VA Loan to purchase an investment property / rental property is not allowed.
But, you CAN use a VA loan to purchase a multi-unit property (up to 4-units) as long as YOU LIVE in one of the units. The VA allows us to give your 75% of rents to use for income qualifying.  You'll generally need to provide leases.
You'll also generally have to prove you have at least 6 months worth of reserves left over in the bank after closing. This means at least 6 months of the properties mortgage payment.
Can You Qualify For Two VA Loans?
This is a much bigger question for most people.
There are two major criteria to be award of. First is that regardless of what type of loan you are getting, you will always have to income qualify for both house payments.  Simply put, can you afford both homes.  Even if you are planning on selling the current home, lenders still need to take the payment into consideration.
The second main criteria is do you have any remaining VA entitlement left. The VA entitlement is the amount the VA will pay the lender if you default.  Your VA Certificate of Eligibility (COE) shows lenders how much eligibility you have, or how much is remaining if you currently have a VA loan.

NATIONAL GUARD MEMBERS / RESERVES
There are four separate ways in which a National Guard or Reserve member can qualify for VA loan eligibility. Many members of the National Guard will gain VA eligibility by meeting the following:

At least 90 days of non-training active-duty service, or
6 creditable years in the Selected Reserve 

And at least one of these must be true:

You were discharged honorably, or
You were placed on the retired list, or
You were transferred to the Standby Reserve or an element of the Ready Reserve other than the Selected Reserve after service characterized as honorable, or
You continue to serve in the Selected Reserve

 One thing to note is that active duty must be during wartime. If a National Guard member is active for State Active Duty, this time does not count toward the active duty requirement. Your new VA loan must meet meet BOTH of the following in order to refinance a current VA loan into a new VA loan:

The first monthly payment of the loan being refinanced was made 210 days or more prior to the closing date of the refinancing loan; and
Six monthly payments have been made on the loan being refinanced

Three Different Types OF VA Refinance Loans
The three different type of VA refinance loan come with some different rules.  See Unintended Consequences below:

An Interest Rate Reduction Refinancing Loan (IRRRL) is a refinancing loan made to refinance an existing VA-guaranteed home loan at a lower interest rate. 
TYPE I Cash-Out Refinance is a refinancing loan in which the loan amount (including VA funding fee) does NOT exceed the payoff amount of the loan being refinanced. 
TYPE II Cash-Out Refinance is a refinancing loan in which the loan amount (including VA funding fee) exceeds the payoff amount of the loan being refinanced. 

Net Tangible Benefits Test (NTB)
All VA cash out refinancing loans must pass the NTB test. You are considered to have passed if your new VA loans meets at least one of the following items:

(a)  The new loan eliminates monthly mortgage insurance; or 
(b)  Loan term of the new loan is less than the loan term of the loan being refinanced; or 
(c)  Interest rate of the new loan is less than the interest rate of the loan being refinanced

(Note: If the loan being refinanced had an adjustable interest rate or was modified, the current interest rate must be used when determining if this requirement has been met.); or

(d)  The monthly (principal and interest) payment of the new loan is less than the monthly (principal and interest) payment of the loan being refinanced; or
(e) The Veteran’s monthly residual income is higher as a result of the new loan. (residual income, including refinancing monthly PITI (principal, interest, taxes, and insurance) payment vs. current residual income, including monthly PITI payment of the loan being refinanced.) In cases where TI amounts are changing between the application date and the closing date of the refinance transaction, the new TI amount will be used in determining residual income for both the current and refinanced loan); or 
(f)  The new loan is used to payoff the Veteran’s interim construction loan; or
(g)  The new loan LTV is equal to or less than 90 percent of the reasonable value of the home, i.e. LTV ≤ 90%; or
(h)  Refinance of an adjustable-rate mortgage to a fixed-rate mortgage.

Recoup Closing Cost Guidelines
Your new VA refinance loan must also meet the time to recoup closing cost guidelines, which is that:
The number of months to recoup closing costs, and allowable fees can NOT exceed 36 months.
Note that pre-paid expenses (tax and insurance escrows), and any VA funding fee (if applicable) are not included in the cost calculation.
IF the veterans payment INCREASES due to a decreased loan term (like moving down to a 15-yr or 20-yr loan), or the conversion of an adjustable rate loan (ARM), the veteran can NOT incur ANY fees, or closing costs costs (other than pre-paid expenses of taxes and insurance) and the funding fee.
Unintended Consequences Of These Rules
While well intentioned, unfortunately there are some unintended consequences of these rules that frustrate veterans.
A prime example is the paragraph above about the lender not being able to charge closing costs if you are reducing your term. Sounds good to the veteran, but there ARE closing costs on all loans, and they must be paid. So the only way for the lender to allow you to refinance AND meet the guidelines is to convert the normal closing costs (making them zero) into a higher interest rate for your new loan.
